Kyrgyzstan: Chief of party

Chemonics seeks a chief of party for the ongoing, three year USAID Time to Read project for improving early grade literacy outcomes for Grades 1 to 4 in Kyrgyz Republic. Now in its second year and to continue through September 2019, the nationwide project is working to improve reading outcomes among 180,000 students in 900 schools, with a focus on better reading instruction, use of assessment tools to monitor student reading progress, and availability and quality of reading materials. In addition to classroom interventions, the project supports parental and community engagements that reinforce the importance of reading and aid student learning outside of school. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall technical leadership and management, oversee and participate in strategic planning, and ensure that quality requirements are met or exceeded
  • Supervise technical and administrative staff, including the deputy chief of party and technical leads, ensuring staff are successfully managing project activities and operations
  • Oversee annual project work planning and establish procedures to measure the project's progress against the work plan
  • Serve as the project's primary liaison with USAID, partners, and host-country government officials
  • Engage and collaborate with key members of the Ministry of Education and Science and other affiliates involved in improving early grade reading

Qualifications:

  • Advanced degree required; doctorate degree in education preferred
  • Demonstrated experience in managing international development programs, including managing education projects and early grade reading instruction and assessment, as well as reading material creation, design, printing, and publishing
  • Experience overseeing and leading development of in-service teacher training programs, innovative supplementary classroom materials, student assessment, teacher mentoring programs, and monitoring and evaluation
  • Demonstrated knowledge about reading acquisition, instruction, and assessment
  • Demonstrated ability to support education policy reform
  • Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders, including students, teachers, educators, school directors, pedagogical instructors, methodologists, education department leaders, the Ministry of Education and Science and and its affiliates, families, community members, business partners, and donors
  • Strong presentation, reporting, and intercultural skills
  • Strong management skills and an ability to manage a large field office and remote staff
  • Experience working in Central Asia, or other former Soviet Union countries preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in Russian or Kyrgyz strongly preferred
