**OVERALL RESPONSIBILITIES

MSH seeks a Monitoring, Evaluation and Learning Advisor for an anticipated 5-year, $18 million USAID-funded regional planning and reproductive health program aimed at increasing the access and use of family planning services: Amplify-FP. The program will be the flagship family planning and reproductive health (FP/RH) project of the USAID/West Africa Regional Health Office. Amplify-FP will emphasize key high impact practices (HIPs) to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Amplify-FP aims to strategically and deliberately support replication and scale up of key HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target

countries (Burkina Faso, Togo, Côte d’Ivoire, Niger) and model this for the region.

The Monitoring, Evaluation and Learning Advisor will oversee the monitoring and evaluation system for reporting progress, and maintain reporting procedures and guidelines in compliance with USAID systems. S/he will be expected to develop a strong monitoring and evaluation plan consistent with the USAID results framework, coordinate the collection of data including conducting field visits for data validation, monitor the quality and completeness of data sets, contribute to the development of the program and document project performance against established outputs and indicators. S/he will also be responsible for building the capacity of the ministries of health and other stakeholders in the 4 countries in the collection, utilization, and dissemination of data as well as ensuring that all monitoring and data collection activities are harmonized and information is shared. S/he will also assist the ministries to monitor programs and assess the robustness of implementing organizations’ data collection and M&E mechanisms.

SPECIFIC ACCOUNTABILITY

  1. Design and implement the project’s M&E system, including the development of indicators, setting targets, monitoring project progress, ensuring timely and quality data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.

  2. Provide technical inputs to the technical team in order to assist in developing program goals and objectives as well as M&E tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction to the project.

  3. Support the project country programs to develop a family planning sector M&E framework and monitor interventions.

  4. Provide regularly updated reports on the status of implementation against the project goals and objectives to the Chief of Party, USAID and other program managers as required.

  5. Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation and further study, and design a system for capturing lessons learned and best practices.

  6. Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.

  7. Perform other duties as assigned.

QUALIFICATIONS

  1. Master’s Degree or higher in public health required. PhD preferred.

  2. At least 10 years’ experience in successfully developing and implementing effective M&E systems required.

  3. Experience developing learning portfolios for complex projects across various countries preferred.

  4. Significant experience preferred in providing field-based technical assistance about M&E and learning in low resource countries, preferably in West Africa.

  5. Expertise in performance and impact measurement related to FP service delivery, contraceptive security preferred.

  6. Strong analytical skills and attention to detail are required.

  7. A strong background in field research in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred.

  8. Fluency in French (3S/3R minimum) and English (at 4S/4R) are required.

  9. Ability to travel to focus countries and region up to 30% time.
