Senior Technical Advisor for Family Planning- TOGO
Program Overview:
Pathfinder is seeking a Senior Technical Advisor for Family Planning for the USAID Amplify Family Planning and Sexual and Reproductive Health Activity (Amplify-FP). The Amplify Family Planning and Sexual and Reproductive Health Activity (Amplify-FP) is the flagship family planning and reproductive health (FP/RH) project of the USAID/West Africa RHO. Amplify-FP will emphasize key high impact practices (HIPs)1 to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Building on the successes and lessons learned from AgirPF, other projects and bilateral missions in West Africa, and other recent notable achievements including the recent adoption of task shifting policy by the ECOWAS Assembly of Health Ministers, Amplify-FP aims to strategically and deliberately support replication and scale up of key FP HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target countries and model this for the region.
Position Purpose:
The Senior Technical Advisor for Family Planning will be responsible for the successful implementation of FP HIPs at integrated learning centers and ensuring replication and scale up by other partners. S/he should be a recognized leader in family planning. S/he should have strong technical skills in FP/RH, strong project management skills, and prior experience working with staff and stakeholders across multiple countries.
Key Responsibilities:
•Support Federal, State and Local Governments to develop/finalize national training curricula for FP services, including adding content related to married adolescents, and coordinate national training of trainers.
•Provide technical assistance to Ministry of Health to tailor national and community health worker strategies to reach adolescents, youth, newlyweds, and postpartum girls and women.and their partners with FP information and services.
•Facilitate training of community-based distribution agents in healthy timing and spacing of pregnancy and effective communication and counselling around contraception and fertility for young women and their partners.
•Support facility refurbishment, commodity procurement and supply chain management.
•Develop guide for engaging male partners of young women via small groups and household visits using existing Pathfinder resources and other partner resources.
•Provide technical support to local partners to tailor community outreach strategies to address community norms around FP, RH, gender, and fertility.
•Monitor implementation of activities and data collection by local partners and provide supportive supervision to improve quality of program activities.
•Maintain communication with Pathfinder US office technical advisors to build skills in FP, discuss and address challenges, and ensure that Pathfinder resources and approaches are being applied throughout the project.
•Represent Pathfinder International in technical working groups, meetings, and other forums.
•Participate in project quarterly and annual review meetings as well as report writing.
Basic Requirements:
•A Master’s degree or higher in public health, nursing, midwifery, or similar relevant field is required. Academic specialization in FP/RH is preferred.
•At least 12 years of progressively responsible work experience required, including at least seven years in senior project management role(s) of FP/RH projects with similar scope, size, and complexity.
•Experience with developing and implementing FP/RH quality assurance standards highly preferred.
•Direct experience with youth and adolescent FP/RH programs is strongly preferred.
•Experience preferred with testing and adapting service delivery models and approaches in a variety of African contexts.
•Fluency in French (3S/3R minimum) and English (4S/4R) are required.
•Excellent writing and oral communication skills are required.
•Ability and willingness to travel In-county.
•Experience of work in the region and knowledge on regional perspectives is highly desired.
