Program Overview:

Pathfinder is seeking a Monitoring, Evaluation and Learning Advisor for the USAID Amplify Family Planning and Sexual and Reproductive Health Activity (Amplify-FP). The Amplify Family Planning and Sexual and Reproductive Health Activity (Amplify-FP) is the flagship family planning and reproductive health (FP/RH) project of the USAID/West Africa RHO. Amplify-FP will emphasize key high impact practices (HIPs)1 to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Building on the successes and lessons learned from AgirPF, other projects and bilateral missions in West Africa, and other recent notable achievements including the recent adoption of task shifting policy by the ECOWAS Assembly of Health Ministers, Amplify-FP aims to strategically and deliberately support replication and scale up of key FP HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target countries and model this for the region.

Position Purpose:

The Monitoring, Evaluation, and Learning Advisor will be responsible for development of monitoring, evaluation, and operational research plans to inform program management and strategic direction.

Key Responsibilities:

•Develops and implements a project MEL system according to Pathfinder standards and practices.

•Consults with USAID and other stakeholders to establish a transparent, reliable, and valid MEL system that can easily be tracked and verified.

•Ensures that the MEL system is a cost-effective, results-orientated system that provides USAID and the program with necessary information to assess the progress, effectiveness, and outcome of activities.

•Collaborates with partners to develop individual and MEL work and training plans as appropriate.

•Develops/adapts tools for data collection; designs and implements surveys and other data collection tasks.

•Designs/adapts project performance monitoring database to report national and global indicator and performance indicator data quarterly to senior managers, COP, and Pathfinder US offices.

•Oversees implementation of the project’s baseline and end-of-project surveys.

•Documents project achievements against targets using monitoring data and works with project staff to document the factors behind gaps and over achievements.

•Institutes regular use of performance monitoring data among project managers, Country Offices, and other relevant Pathfinder staff.

•Identifies best practices and state-of-the art approaches to the program activities and evaluates them.

•Disseminates information on project evaluations through written reports, conference presentations, and publications, and assists project staff to do likewise.

•Uses data to systematically and consistently document achievements, success stories, and best practices.

•Supervises MEL team members to: manage production of data to meet all reporting requirements including quarterly and annual reports, research, technical reports, presentations, etc.; ensure that all data is up to date and ready for immediate use; review quarterly reports prior to submission to donors and headquarters; assist project technical staff with preparation of reports as appropriate.

•Builds capacity of project staff, on the use of data for decision making and performance improvement.

•Provides technical assistance and training to program teams and partner organizations as necessary.

•Provides technical support to strengthening MEL systems at national and community level.

•Provides overall guidance and manages all the MEL related efforts, communicating and coordinating as needed with headquarters MEL and other staff.

•Any other duties as assigned by the Project Director.

Basic Requirements:

•Master’s Degree or higher in public health required. PhD preferred.

•At least 10 years’ experience in successfully developing and implementing effective M&E systems required.

•Experience developing learning portfolios for complex projects across various countries preferred

•Significant experience preferred in providing field-based technical assistance about M&E and learning in low resource countries, preferably in West Africa.

•Expertise in performance and impact measurement related to FP service delivery, contraceptive security preferred.

•Strong analytical skills and attention to detail are required.

•A strong background in field research in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred

•Fluency in French (3S/3R minimum) and English (at 4S/4R) are required.
