UNV VOLUNTEER TERMS OF REFERENCE

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.

7. Brief Project Description:The project seeks to provide Governments in the Sahel region with assistance and tools to establish Physical Security and Stockpile Management of Small Arms and Light Weapons.

11. Description of Duties:

Under the direct supervision of the project manager “Physical security and stockpile management activities to reduce the risk of illicit trade in Small Arms and Light Weapons (SALW) and their ammunition in the Sahel region” the UNV volunteer will undertake the following tasks:

  • Assisting with research capacity and development of research papers and training materials on issues related to Physical Security and Stockpile Management (PSSM) procedures in six Sahel countries;
  • Assisting with the organization of assessment of PSSM at national conventional arms depots and SALW ammunition transportation;
  • Participating in assessments of arms and ammunition depots and stockpile facilities;
  • Assisting in the organization of activities aimed at rehabilitating stockpile facilities, destructing surplus stocks of SALW and ammunitions;
  • Assisting in the organization of activities aimed at piloting new technologies to secure SALW;
  • Assisting in the development of tools aimed at setting national standards in accordance with the International Ammunition Technical Guidelines (IATG) and the International Small Arms Control Standards (ISACS) for Member States in the Sahel;
  • Participate in monitoring and evaluation exercises;
  • Planning and organizing national and regional seminars and workshops on PSSM in the Sahel;

Furthermore, UNV volunteers are encouraged to:

· Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);

· Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;

· Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;

· Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;

· Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;

· Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

12. Results/Expected Output:

In order to support Sahel countries in its reform of firearms and explosives curriculum, the UNV will develop SOPs and modules which will cover the following topics:

· Physical security and stockpile management:

o National workshops on PSSM

o Regional consultation on PSSM

o Identification of pilot storage facilities

o Assessment of SALW and ammunition depots and storage sites

o Rehabilitation of ammunition depots and storage sites

o Marking and registration of weapons

o Development of a SALW Database

· Development of technical capacity on PSSM:

o Development of PSSM standard operating procedures

o Technical and policy level workshops

o Training of trainers on SOPs

o Training sessions on PSSM best standards

13. Qualifications/Requirements:

· Minimum Master’s degree or equivalent: Master’s in international relations, development studies, international security or disarmament-related issues. In lieu of a Master’s degree, a similar qualification from a military or police academy may be accepted;

· The candidate will have an excellent command of French and good working knowledge of English;

· Prior work experience with PSSM;

· Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

· Demonstrates excellent oral and written communication skills;

· Ability to manage and complete projects;

· Ability to work as a part of a team and under stringent time constraints;

· Outstanding analytical capabilities;

· Ability to build and strengthen effective partnerships with UN agencies and main constituents, advocate effectively and communicate sensitively across different constituencies;

· Demonstrates openness to change and ability to manage complexities.

· Prior work experience in Programme management in the field of international relations;

· Knowledge of security and political issues in Africa;

· Familiarity with the United Nations system and work experience in Africa would be useful.

14. Living Conditions:

The UNV will be based in Lomé. An entry visa is required for all travellers not citizen of ECOWAS and should be obtained prior to the arrival in the country. The local currency is the F CFA that has a fixed exchange rate to the euro (1 euro = 655.957 CFA francs). Commercial banks exist in the country and Visa Credit cards are accepted in some hotels and in major shops. Togo is a country with a high incidence of malaria, therefore the utilization of mosquito nets is highly recommended. Yellow fever vaccination is required when entering the country. Common medicines are available in the pharmacies but it is recommended to bring your specialized medicines. The climate is tropical: hot and humid in the south; semiarid in the north. Frequent travel required.

****15. Conditions of Service****

The duration of your assignment is 12 months. A volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents. The VLA is intended to cover housing, basic needs and utilities and is equivalent to US$2,211 for volunteers with no dependents, US$ 2,461 for volunteers with one recognized dependent, and US$ 2,661 for volunteers with two or more recognized dependents.

The above-mentioned amounts are calculated using the MLA rate applicable for the duty station to which the family allowance (if applicable) is added: $US250 for one dependent and $US 450 for two or more dependents.

The MLA for the duty station is obtained from the base rate of US $ 1,554 which is reviewed once a year, and is adjusted on a monthly basis according to the movement (upwards or downwards) of the Post Adjustment Multiplier (PAM) applicable for each duty station. The PAM is established by the International Civil Service Commission (ICSC) to ensure that international UN Volunteers have comparable purchasing power at all duty stations despite varying costs of living. The applicable MLA is calculated as follows: MLA = (MLA base rate x PAM) + MLA base rate. See ICSC website http://icsc.un.org for more information on the applicable PAM rates. In addition, UN Volunteers are provided a one-time settling-in-grant (if applicable); Well-Being Differential (applicable only in hardship non-family duty stations) life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
