Togo: Regional Senior Technical Advisor for Family Planning

The Senior Technical Advisor for Family Planning (STA for FP) will provide technical leadership and oversight for an upcoming USAID-funded multi-country family planning (FP) project in francophone West Africa. The project goal is to increase the national percentage of public and private facilities implementing high impact practices (HIPs) for FP in four selected West African countries by: institutionalizing a system for adaptation, and replication of key FP high impact practices; leveraging and engaging domestic resources, donor support, and local communities to build sustainability and scale of selected HIPs; and institutionalizing a sustainable and self-regulating system of service quality assurance and monitoring. The project will work closely with local and national governments to prioritize this in their national plans; leveraging partnerships with regional and international organizations; and building the capacity of nongovernmental and civil society organizations. The project will operate over a five-year period. This position will operate under the leadership of the Chief of Party and Jhpiego’s senior management team, and will be responsible for technical oversight of FP/RH activities to ensure they are high quality and meet project targets. S/he will be responsible for the successful implementation of FP HIPs at integrated learning centers and ensuring replication and scale up by other partners. S/he should be a recognized leader in family planning. S/he should have strong technical skills in FP/RH, strong project management skills, and prior experience working with staff and stakeholders across multiple countries. Additional position responsibilities include planning and implementing assessments, site strengthening, follow up and supervision, advocacy, demand creation, policy support, capacity building and monitoring and evaluation, in close coordination and collaboration with USAID, relevant ministries of health, WAHO, and other international, regional, and local NGOs and CSOs working in FP/RH in the West Africa region.

Responsibilities

•Provide technical leadership and oversight for project activities, ensuring that the project is technically sound, evidence-based and responsive to the needs of the target countries, their people and USAID and fosters enhanced capacity of Ministries of Health and other indigenous organizations and institutions.

•Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of USAID and the West African country governments

•Develop and maintain strong working relationships with project partners, host country governments, regional institutions (e.g., Ouagadougou Partnership Secretariat, WAHO), donors (including USAID), UN agencies, other donor-funded projects, local organizations/ institutions, professional associations, as well as other implementing partners, private sector partners and other key stakeholders in West Africa to maximize resources and leverage and complement other efforts to increase FP uptake in the region

•Provide mentoring and capacity building at the individual, organizational and institutional level in specific areas of expertise in FP/RH

•Provide technical assistance to assess sites, identify needs, and design and implement site strengthening, referral systems, in-service and/or pre-service education, improved learning and performance, and supportive supervision as required to address identified needs.

•Coordinate advocacy, demand generation, and policy support, across project sites as required

•Establish and implement a system to ensure technical quality of project activities, in accordance with international evidence and standards

•Lead the formulation of innovative approaches for scale up of targeted FP/RH services

•Actively participate in relevant technical advisory/working groups, and represent Jhpiego and the regional program in professional forums by participating and presenting in pertinent meetings and conferences

•Work with health care providers, local authorities and project team members to identify clinical delivery issues that impede access to care and uptake of services

•Identify appropriate strategies to address FP/RH service delivery gaps and work with MOHs to implement them

•Work closely with the Chief of Party on setting project priorities and directions, and responding to requests for support from local counterparts

•Work with M&E staff to design, implement a plan to track data/results related to FP/RH to inform adjustments in project implementation

•Review project data regularly, in collaboration with M&E and other technical staff, and make adjustments to project directions as needed

•Collaborate with all local stakeholders and implementing partners, especially the Ministries of Health and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations

•Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested

•Document and maintain an inventory of successful tools and approaches for FP/RH

•Author/co-author abstracts, presentations, and articles for journals and conferences

•Supervise technical staff

•Manage technical contributions of subawardees, including providing scopes of work

•Maintain excellent relationships with USAID and in-country stakeholders and develop rapid responses

•Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with MOHs, USAID and other stakeholders] to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications

•A Master’s degree or higher in public health, nursing, midwifery, or similar relevant field is required. Academic specialization in FP/RH is preferred.

•At least 12 years’ progressively responsible work experience designing and implementing complex health projects, preferably donor-funded FP/RH projects in Francophone West Africa, and maintaining consistent high standards and quality, and including at least seven years in senior project management role(s) of FP/RH projects with similar scope, size, and complexity. Experience with regional and/or multi-country initiatives is a plus.

•Demonstrated mix of practical FP/RH technical skills necessary for extending and strengthening regional, national clinical and community level FP service delivery approaches and systems; working with governments, NGOS and the private sector

•Experience in developing programs that link RH/FP services to maternal, newborn and child health, HIV/AIDS, and other pertinent health programs, as well as transform gender norms and practices around birth spacing and limiting, couple communications and health behaviors

•Experience with developing and implementing FP/RH quality assurance standards highly preferred.

•Direct experience with youth and adolescent FP/RH programs is strongly preferred.

•Intimate understanding of West African health systems and the FP/RH context and opportunities is strongly preferred; solid relevant professional networks in the region are highly desirable

•Demonstrated experience and skills in policy analysis and developing and implementing advocacy plans/strategies, working with host governments (including Ministries of Health), regional institutions (e.g., Ouagadougou Partnership Secretariat, WAHO), donors (including USAID), UN agencies, other donor-funded projects, local organizations/institutions, professional associations and partners.

•Experience with developing certification systems for sustainable quality assurance highly preferred

•Experience testing and adapting clinical and community-based service delivery models and approaches to a variety of contexts and organizations

•Demonstrated experience training healthcare workers on FP/RH

•Demonstrated experience providing capacity building assistance at individual and organizational levels (e.g., local NGOs and CSOs)

•Familiarity with USAID’s administrative, management and reporting procedures and systems

•Strong experience required with direct supervision, and working with teams and staff

•from multicultural backgrounds; proven track record managing a project team and fostering team work

•Excellent verbal, written interpersonal and presentation skills in French (3S/3R minimum) and English (4S/4R). Excellent writing and oral communication skills are required. West African local language skills are a plus.

•Proficiency in word processing and Microsoft Office

•Ability to travel internationally 40% of the time
