REQUEST FOR EXPRESSION OF INTEREST
RECRUITMENT OF INDIVIDUAL INTERNATIONAL AND NATIONAL CONSULTANTS FOR ASSESSMENT OF THE CAPACITIES OF POINTS OF ENTRY IN TERMS OF PUBLIC HEALTH EMERGENCY PREPAREDNESS AND RESPONSE

Under the Centers for Disease Control and Prevention (CDC)'s Global Health Security Partnership Engagement program, the Abidjan-Lagos Corridor Organization (ALCO) has received a grant for the implementation of strategy 12 of this program on Points of Entry in Benin and Togo and intends to use part of the amount of this grant to make payments under the contract for the recruitment of four (04) individual consultants (two international and two national) for the assessment of capacities of points of entry in terms of public health emergency preparedness and response.
The grant will be implemented in 04 Points of Entry both in Benin and in Togo (airport and port of Cotonou and Kraké and Hillacondji land borders in Benin and airport and port of Lomé, Kodjoviakopé and Sanvee Condji land borders in Togo).
The overall objective of the assignment is to contribute to building the capacity of Points of Entry supported by the CDC project (airport and port of Cotonou, Kraké and Hillacondji land borders in Benin, airport and port of Lomé, Kodjoviakopé and Sanvee Condji land borders in Togo), for prevention, detection and response to communicable diseases. Specifically, the aim is to:
In cooperation with the Ministries of Health, WHO and other partners, assess the capacity of Points of Entry to prevent public health diseases /events and respond to public health emergencies ;
Develop / revise local action plans for capacity building of Points of Entry supported by the project in terms of public health emergency preparedness and response;
Develop Standardized Operating Procedures (SOP) for the Points of Entry on prevention, detection and response to health emergencies.
The maximum duration of the assignment will be 60 days for each of the 02 international consultants (one for Benin and one for Togo) and 50 days for each of the 02 national consultants (one for Benin and one for Togo).
The Executive Secretary of ALCO wishes to recruit a team of two consultants per country. Each team will consist of an international consultant and a national consultant and they will be expected to execute the three (03) interventions described above.
The Executive Secretariat of the Abidjan-Lagos Corridor Organization now invites eligible individual consultants to express their interest in providing the services described above. Interested consultants must submit their Curriculum Vitae (CV) and certificates of satisfactory execution of services with information demonstrating that they have relevant qualifications and experiences to provide these services.
The selection criteria are as follows:
International Consultant
The Consultant must:
Have an advanced degree in epidemiology, public health or social sciences (at least Masters Degree ) or have received at least 2 years training in field epidemiology;
Have good knowledge of Integrated Disease Surveillance and Response (IDSR);
experience in assessing the compliance of Points of Entry to the core capacity requirements under International Health Regulations (2005) or in development of Standardized Operating Procedures for Points of Entry would be an advantage ;
Have good knowledge of health systems in sub-Saharan Africa;
Have an excellent command of French (oral and written) and good knowledge of English.
National Consultant
The Consultant must:
Hold an advanced degree in social sciences, communication or related fields (at least Bachelor’s degree) ;
Have good knowledge of integrated disease surveillance and response, in particular in the field of Community surveillance;
Have good knowledge of the health systems of Benin and Togo;
Have an excellent command of French (oral and written) and good knowledge of English.
Knowledge of one of the local languages of Southern Benin or Southern Togo will be an advantage.
The contract will be awarded to the consultant with the most relevant qualifications and experience for the execution of the mission. Based on the terms of reference, the consultant will be invited to submit technical and financial proposals and then negotiate the contract.
Interested consultants are invited to focus attention on paragraph 1.9 of the Guidelines of the World Bank: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers of July 2011 (**Consultants’ Guidelines),** which describes the World Bank’s policies on Conflict of interest.
A consultant will be selected by the method of Selection of Individual Consultants (Cl) as described in the Consultants’ Guidelines cited above.
