Public service contract for the conduct of a participatory study on portrayals conveyed in media and public discourse on migration

1.About CFI

CFI, an operator of the French Ministry for Europe and Foreign Affairs, and a subsidiary of the France Médias Monde group, is involved alongside the media and civil society stakeholders in southern countries, committed to providing pluralistic, democratic information, and in favour of sustainable development.

2. Context of the study

As part of the cooperation policy led by the French Ministry for Europe and Foreign Affairs (MEAE), and by forming part of a joint initiative with the French Development Agency (AFD), CFI wishes to deploy new media support actions on the journalistic treatment of migration issues. The initiative notes that media and public discourse on migration and migrants often gives rise to negative portrayals, promotes discrimination against these populations, and constitutes a threat to social cohesion.

In order to better calibrate future interventions, CFI has designed a pilot project named "Dialogue Migrations" that is funded by the French Ministry for Europe and Foreign Affairs.

3. Description of the service and expected results

As part of this pilot project, a participatory study conducted in 16 southern countries aims to analyse the portrayals conveyed in media and public discourse on migration, and more specifically on local and recent forms of migration.

The countries targeted by these participatory studies are as follows: Gambia, Mauritania, Niger, Guinea, Senegal, Mali, Togo, Burkina Faso, Côte d'Ivoire, Tunisia, Morocco, Comoros, Madagascar, Colombia, Lebanon and Jordan.

As such, this contract is divided into 3 separate lots:

  • Lot 1: Participatory study on portrayals conveyed in media and public discourse on migration: Jordan, Lebanon, Morocco, Mauritania, Tunisia;

  • Lot 2: Participatory study on portrayals conveyed in media and public discourse on migration: Gambia, Niger, Guinea, Senegal, Mali, Togo, Burkina Faso, Côte d'Ivoire, Comoros, Madagascar;

  • Lot 3: Participatory study on portrayals conveyed in media and public discourse on migration: Colombia.

Bidders may respond to one lot or multiple lots simultaneously.

Through these studies, CFI aims to better understand the portrayals conveyed by public and media discourse on migration in 16 countries cited, to draw up a state of the art of actions taken in this field, and to analyse their impact. Three objectives therefore permeate these studies:

i. Conduct an analysis of public and media discourse on migration;

ii. Draw up a comparative inventory of journalists' training actions and media content production on migration and stakeholders involved in such actions;

iii. Identify elements of the impact of the various activities already carried out on such discourse.

4. Qualifications and profils sought

The Contractor(s) shall provide an appropriate team dedicated to the delivery of the requested service. The mission requires the aggregation of complementary expert assessments.

The tasks are structured around 3 areas of expertise. These tasks may be carried out by a single Contractor or by a group with complementary skills.

The essential skills for providing the service are as follows:

Field research in the country(-ies) concerned by the study

  • Understanding of the themes of international development and migration;

  • Knowledge of the media and media and public discourse in the country(-ies) in question;

  • Practical experience in qualitative research and analysis methods;

  • Mastery of the main languages spoken in the country;

  • Ability to write in French or in English;

  • Mastery of digital tools;

  • Interpersonal capacities.

Development of an appropriate methodology (for one or more countries)

  • Knowledge of media issues and media and public discourse;

  • Understanding of the themes of international development and migration;

  • Expertise in social sciences and qualitative research and analysis methods;

  • Mastery of digital tools.

Coordination and supervision of the study (in one or more countries)

  • Coordination and management skills, particularly remotely;

  • Mastery of digital tools;

  • Interpersonal capacities.

**Writing of the study report

  • Knowledge of the media and of media and public discourse in the country;

  • Understanding of the themes of international development and migration;

  • Practical experience in research methods and production of study reports;

  • Ability to analyse and summarise;

  • Ability to write in French or in English;

  • Mastery of digital tools.
