Project background

The Health Systems Strengthening Accelerator (Accelerator) is a five-year program funded by USAID’s Office of Health Systems and the Bill and Melinda Gates Foundation that provides catalytic support to countries as they tackle vexing health systems challenges and accelerate progress toward self-reliance.

There is significant evidence on social accountability to advance health system goals. Extensive work has also been undertaken in the area of social and behavior change. However, less common is work that explicitly acknowledges the overlap of these two areas and unites them within specific approaches or strategies to improve health - despite potentially catalytic effects. This activity seeks to address this knowledge gap–the under considered linkage of social accountability and behavior change within health systems strengthening work. The Accelerator aims to identify and support promising opportunities for social accountability and social and behavior change efforts to work together to increase equity and efficiency through universal health coverage (UHC).

The Y3 workplan aims to apply both the findings from the study undertaken in Y2 and feedback from the five presentations about the findings that have been given in Y3. In addition, the expanded focus for Activity 6 provides opportunities to integrate focus on equity and representativeness within work around supporting citizen mobilization around UHC in Togo using the established UHC Task Force. The learnings from the SA-SBC study results will be used to facilitate 2-3 virtual workshop sessions with the Task Force to discuss barriers to civil society engagement and social accountability, and what behaviors would need to change by both government and civil society actors. The Accelerator will contract an in-country consultant to provide implementation support to advance this work.

Responsibilities:

The role and scope of service for the consultant will include:

· Support the development of materials ahead of the virtual workshops including agenda, facilitation guides, PowerPoint presentations, and group work materials

· Support the facilitation of the 2 to 3 virtual meeting with the Task Force

· Facilitate communication and regularly follow up with stakeholders in Togo

· Contribute to the development of the draft strategy

Expected deliverables and level of effort:

The period of performance will begin in June 2021 upon signature of an agreement and continue until December 2021. The expected level of effort for this work is 30 days.

Desired skills and experience

Top applicants to this consultancy will possess the following skills and experience:

· Excellent French skills (native written and verbal fluency); knowledge of English (written and verbal) is an asset

· 5+ years of experience working on community health, communications, health systems strengthening, or health promotion

· Experience creating strategies and/or tools to advance health efforts in developing countries

· Excellent communication skills

· Previous consultancy experience, especially with USAID

· Ability to work well individually and in a team, including working with teams based remotely across time zones

· Leadership and management skills

· Analytical thinking skills

· Problem solving skills

· Sound decision-making

· Entrepreneurial spirit

Accountability

Lior Miller, Senior Program Officer, and Tania Mathurin, Program Officer, will provide operational, technical, and quality assurance support to the consultant.
