1. Context

Caritas Africa is one of the seven regions of the Caritas Internationalis Confederation, which brings together 46 national Caritas organisations in Sub-Saharan Africa and the adjacent islands of the Atlantic and Indian Oceans. Its mission is to work for the integral development of the human being, giving priority attention to the poor and disadvantaged.

In the context of the growth of the network made up of these Caritas, the APPROCHE programme accompanies them in a global APPROCHE to institutional development and organisational strengthening (IDOS/DIRO) by relying on their empowerment and autonomy. The strategic and operational leadership of this programme is assumed by the Regional Executive Secretariat of Caritas Africa, the network leader. The programme is supported by the French Development Agency, Secours Catholique-Caritas France, Caritas Spain and Caritas Africa members.

The APPROCHE programme will, in particular, contribute to strengthening the capacity of Caritas Africa members and the Regional Executive Secretariat to enhance the mobilisation of both partners and sufficient resources to accomplish the mission entrusted to them by the Church in Africa.

2. Function

Under the hierarchical authority of the APPROCH Programme Manager :

Ø The Accompanist's mission is to contribute to the respect and implementation of the orientations of the Programme "Personalised proximity accompaniment for the organisational strengthening, change and commitment of Caritas in sub-Saharan Africa: APPROCHE", and to the achievement of its objectives according to the means allocated, by organising and leading the work in collaboration with the members of the team of which he/she is a part.

Ø He/She provides support to about 6 National Caritas among the 17 Caritas of the APPROCHE programme: Benin, Burkina Faso, Burundi, Comoros, Congo Brazzaville, Côte d’Ivoire, Ghana, Guinea Bissau, Madagascar, Mozambique, Mali, Niger, Democratic Republic of Congo, Senegal, Chad, Togo, Zambia.

Ø He/She contributes to the institutional and organisational development of Caritas.

Ø He/she coordinates relations between the programme actors in his/her area of intervention.

Ø He/She participates in the representation of the programme near the Caritas involved and to any other organisation concerned or interested in the implementation of the programme and ensures the visibility of the programme.

3.Main activities

I. PROVIDE SUPPORT TO APPROXIMATELY 6 CARITAS IN THE APPROCHE PROGRAMME.

Ø Identifies requests for support from the Caritas for which he/she is responsible, supports them in the analysis, evaluation and improvement of the content and methods of support

Ø Accompanies the Caritas organisations in developing their respective Comprehensive Capacity Strengthening Plans, taking into account all their priority needs identified in their self-assessment plans in line with the Caritas Internationalis Management Standards (CIMS), with a view to concerted support from their Technical and Financial Partners (TFPs);

Ø Accompanies, where appropriate, the more experienced Caritas, known as Resource Caritas, in their response to the capacity building needs of other Caritas;

Ø Accompanies the implementation of the activities programmed by the Caritas involved in the APPROCHE Programme: chronogram, missions of transversal consultants (reports), post-mission follow-up, among others... ;

Ø Contributes to the development of the Terms of Reference for cross-cutting consultants;

Ø Carries out monitoring missions in the Caritas countries within his/her scope of intervention and prepares mission reports;

Ø Identifies and analyses risks that may affect the proper execution of the programme and informs his/her line manager;

Ø Maintains good professional relationships with accompanied Caritas to gain their trust.

II. CONTRIBUTING TO THE KNOWLEDGE MANAGEMENT PROCESS

In collaboration with the Communication and Knowledge Management Officer:

Ø Identifies knowledge that could be useful to other Caritas network members;

Ø Initiates and follows up internal or external capitalisation missions on some knowledge with high added value at Caritas level;

Ø Contributes to the dissemination of knowledge:

Ø Provides capacity strengthening for Caritas in knowledge management.

In addition, he/she actively contributes to the Programme's multi-stakeholder meetings:

Ø By participating in the development of the content of the multi-stakeholder meetings;

Ø Participating in the facilitation of meetings and the drafting of minutes;

Ø Depending on his or her skills and availability, providing training for Caritas that he or she does not follow.

III. *PARTICIPATE IN ADMINISTRATIVE AND FINANCIAL MANAGEMENT

Ø Monitors the financial programming of the National Caritas;

Ø Assists the monitored National Caritas in the preparation of their narrative and financial reporting;

Ø Contributes to the consolidated programme reporting under their scope, as well as on other activities of the APPROCHE team, in collaboration with the Programme Manager.

Ø Ensures that the budget is respected and, together with the administrative and financial manager, monitors the budget and finances;

Ø Ensures that the budget is adjusted, if necessary, according to changes in the Caritas support plans, based on new priorities that emerge during the implementation of the programme;

Ø Collaborates with the Administrative and Financial Manager of the programme on the financial reporting of the Caritas monitored;

Ø Ensures the application of administrative procedures management and accounting rules agreed with AFD, Secours Catholique - Caritas France (SCCF) and other technical and financial partners;

Ø Facilitates the conduct of audits by period;

Ø Participates in and monitors the implementation of audit recommendations.

IV. PARTICIPATE IN THE MONITORING AND EVALUATION OF THE PROGRAMME

Ø Informs the tools necessary for the management and implementation of the programme;

Ø Produces qualitative analysis on the process and changes made;

Ø Contributes to the implementation of the programme evaluation. As such, he/she contributes to the elaboration of the Terms of Reference, to the pre-selection of technical consultants and evaluators and actively participates in the prospective reflection.

Ø Ensures the implementation of evaluation recommendations.

4. Candidate profile:

Training/Experience

  • Master's level in international cooperation, and/or organisational management, and/or project management
  • Good command of written and spoken French and English
  • Knowledge of donor mechanisms, including AFD, ECHO, EU, UN Agencies, regional donors
  • Minimum 5 years experience in organisational capacity strengthening and management of international solidarity projects in a public or non-governmental organisations, with field experience

Qualities :

  • Knowledge and practice of the change-oriented approach
  • Knowledge of Church networks, especially Caritas, and development actors is desired
  • Sense of priorities and high organisational skills.
  • Analytical and writing skills
  • Ability to be synthetic both orally and in writing,
  • Ability to work under stress and in a multicultural context.
  • Good interpersonal skills, sense of contact.
  • Ability to identify innovations
  • Pedagogical skills,
  • Practice of organisations coaching
  • Experience of working in partnerships

5. Specific conditions of exercise:

  • Position based in Lomé- Togo.
  • Contract under Togolese law for a fixed term employee: 18 months.
  • Travel in Sub-Saharan African countries, Indian Ocean Islands and France
  • Adherence to Caritas Africa's internal rules, safety guidelines and cross-cutting protection policies, especially as they relate to children and vulnerable adults.
  • Starting date: 15 July 2021.
