IREX is seeking a Monitoring and Evaluation Specialist in Central Asia. The specialist will be responsible for managing media development project monitoring and evaluation that measures the overall impact of project activities and media trainings in the countries of Central Asia. In close collaboration with IREX staff the specialist monitors the progress of the project and coordinates with all IREX partners to measure results, accordingly, including beneficiaries’ gained knowledge, skills, and behavior change. The specialist also works with IREX partners to build and improve their monitoring and evaluation capacities, as well as ensuring that all evaluation indicators are met. The Monitoring and Evaluation Specialist works with the IREX staff to organize data into reports, including data from social networks and analysis of the media products’ impact on target audiences.

Your Background & Skills
- Relevant university degree in social science field, preferably with a focus on monitoring and evaluation and research studies.
- At least three years of experience in monitoring and evaluation, preferably in media development programs.
- Awareness in media sphere and social media (online platforms) data analysis.
- Demonstrated ability to communicate M&E requirements and outcomes to program staff and other stakeholders.
- Proficiency in evaluation design and development of indicators. Good working knowledge of statistics and ability to obtain, analyze and interpret data and present findings in written and oral form.
- Experience in quantitative and qualitative data collection/survey design, implementation, and analysis.
- Familiarity with common assessment frameworks such as social network analysis, organizational capacity assessments, and principles of survey design and analysis; familiarity with digital safety/security assessments is an asset.
- Competent in qualitative methodologies and participatory assessments.
- Competent in MS Excel, word processing, Power Point and experience using statistical programs.
- Fluency in English, Russian languages required.
- Excellent writing skills required.
- You must be authorized to work without restriction in Kryzgstan.
Your Daily Tasks
- Ensure that the monitoring and evaluation plans for the projects are well designed, adequately implemented and reported.
- Design the monitoring and evaluation plans and needs of the project and revise the indicators if necessary.
- Collect, evaluate existing data collection and reports and work with Program staff to improve the quality of mandatory reports (quarterly and annual reports) - reviewing, editing, rewriting activity reports if needed to highlight outputs, results, and impacts.
- Manage the routine and systematic collection of data from all beneficiaries and sub-grantees in accordance with their grant agreements.
- Ensure that data is synthesized and updated for inclusion in reports and online platforms.
- Project component performance is systematically monitored and data for key indicators and management reports are collected, analyzed, and made available to IREX office.
- Conduct M&E trainings and consultations for IREX project partners.
- Participate in the trainings and events of IREX standard M&E methodologies and in the design, adaption and uptake of new, innovative monitoring and evaluation approaches.
- Support project partners, including outreach, monitoring, and mentoring. Conduct M&E trainings and consultations for IREX project partners.
- Prepare proposals/reports, including monthly program updates and internal briefs on IREX programs.
- Provide technical, reporting, administrative support for the program, troubleshoot problems with program team.
- Other duties as assigned by IREX management including communication and grant management tasks.
