The Field Coordinator will be responsible for the day-to-day management of the project on behalf of Expertise France and the DCSD, and will be in charge of the implementation of all components of the DEFEND Togo/Ghana project in collaboration with the project teams in the field.
The Field Coordinator is responsible for the day-to-day management of the project on behalf of the Expertise France and DCSD project management, within the limits agreed with both entities.
The Field Coordinator's main responsibility is to ensure that the project delivers the required outputs within the specified requirements in terms of duration, costs, quality, scope, risks and expected results.
Tasks:
In a more detailed but non-exhaustive manner, the Field Coordinator will be expected to:
- Plan, prepare and implement project activities, with the assistance of experts from the project components, short-term experts and service providers mobilised for specific activities;
- Plan, coordinate and supervise the work of the field team;
- Supervise the progress of the project, ensure the most efficient and relevant use of the resources made available and initiate corrective actions if necessary, in accordance with the procedures established by Expertise France;
- Ensure regular reporting to Expertise France's project management at headquarters and to the DCSD on project activities, progress against the project indicators defined in the logical framework, as well as on the overall evolution of the situation in the areas of intervention;
- Oversee the preparation of intermediate/progress and final reports by the team and finalise them according to the directives of the Expertise France headquarters and DCSD project officers;
- Identify risks and impacts associated with the implementation of activities, propose corrective measures to Expertise France and DCSD HQ and implement adaptation plans if necessary;
- Ensure and maintain dialogue with all national stakeholders of the project.
Contexte :
Funded by the European Union under the CBSD component of the IcSP (article 5), the overall objective of the DEFEND Togo/Ghana project is to contribute to the preservation of peace, the protection of populations and to foster development in the northern regions of Togo and Ghana through support to the observation and detection capacity of the Armed Forces of both countries.
This project, implemented jointly by the Directorate for Security and Defence Cooperation (DCSD) of the French Ministry for Europe and Foreign Affairs and Expertise France, is spread over two countries, Togo and Ghana, but consists of distinct, albeit complementary, activities for each implementation territory. It is part of the desire to strengthen cooperation and operational links between the security apparatus.
Skills:
- Excellent command of strategic planning methods and the project cycle;
- Excellent command of project management (technical, administrative and financial monitoring);
- Excellent command of written and spoken English (Level C1 - European Framework of Reference for Languages). (Level C1 - European Framework of Reference for Languages)
- Ability to ensure the formulation of a project, to supervise its implementation and to ensure its monitoring and evaluation in close collaboration with the national counterpart, the donor and the Agency's headquarters;
- Knowledge of European and international donor procedures for delegated project management;
- Good knowledge of public procurement procedures, in particular in the context of works contracts and equipment purchases;
- Knowledge of issues related to security and justice and the democratic governance of security systems in fragile contexts desired;
- Knowledge of SSR policies and intervention strategies desired; Good knowledge of security issues in Sub-Saharan Africa desired;
- Proven ability to coordinate and manage teams;
- Ability to build trusting relationships with national partners and external actors and to continuously demonstrate a spirit of openness;
- Proven expertise in multi-actor consultation and institutional dialogue;
- Proven ability in conflict resolution;
- Very good written and oral communication skills, in French and English, including the ability to prepare quality reports, to formulate positions on sensitive issues and to defend them before the authorities;
- Constructive, energetic and positive attitude in the work Ability to work under pressure in an often difficult environment;
- Ability to understand security issues, to ensure compliance with security regulations and to make proposals to the Expertise France security manager.
- Proven experience in an English-speaking African country. Experience in Ghana will be considered as an asset.
Diplomas and experience:
- Master's degree or equivalent in international cooperation project management, political science, security studies, law or equivalent
- At least 6 years professional experience in the field of international project management and/or security and security sector governance.
- At least one relevant experience in a project coordination and team leadership position;
- Experience working abroad, particularly in fragile contexts. Experience in the Gulf of Guinea countries would be an asset.
The integration-training phase of the selected candidate will follow the following steps:
(during the first week at the Paris headquarters) Reception at Expertise France headquarters, administrative formalities and preparation for departure (training on the project environment (context, actors, etc.), Expertise France procedures, project configuration and governance, mission, safety and security, procurement management, etc.);
(during the second week in the field in Lomé and Accra) Installation of the collaborator including introduction to institutional interlocutors (national authorities, EU Delegation, French Embassy, etc.) and project partners;
practical installation (accommodation, etc.).
During these two weeks, the candidate learns all the skills that need to be mastered before being officially appointed by Expertise France.
