Background
CRS commenced operations in Togo in 1958, where it was large development actor, known for large-scale school canteen and nutrition projects. CRS closed operations during the 1992 Togo political crisis, as did USAID and other donors and development actors. At the request of the Togo Conference of Bishops, CRS returned in 1998, implementing small-scale projects in health and emergency response. USAID has not returned to Togo since the 1992 crisis and there have been few development actors in country since.The CRS Togo office is located in the OCDI (Caritas Togo) building in Lomé, Togo, and is a sub-office of CRS Benin-Togo’s main office in Cotonou, Benin. CRS Togo currently implements two projects: the GAVI Alliance Project and a privately-funded SILC Project. In FY2014, CRS activities in Togo were valued at $382,000. In June 2014, a donor-mapping mission was conducted to determine the feasibility and areas of potential growth. Analysis concluded: (1) That there are development service needs in country, with few actors present to deliver those services. (2) Sectors wherein CRS could add value to Togo’s development landscape. And (3) that CRS would require a strategic plan to become a significant development actor in Togo.After consultation with Benin-Togo and regional leadership and a joint strategy workshop with OCDI (Caritas Togo), a Resource Mobilization Plan (ReMAP) was developed with the overarching goal of achieving $3 million in Togo programming over the next two fiscal years and a separate country program status. The ReMAP responds to Togo’s unique donor environment and aims to think outside the box of traditional funding mechanisms. The team is currently rolling out strategic growth approaches that will lead to long-term funding initiatives appropriate to the Togo context. The Deputy Head of Programming (DHoP), in conjunction with the Country Representative (CR), Head of Programs (HoP), Togo Head of Office (HoO) and Business Development Specialist (BDS), will carry forward these ReMAP efforts, manage current and pipeline programming, and build on existing relationships with donor, government, church and NGO actors.

Job Responsibilities

\*Program Quality and Growth:*

• Ensure that Togo activities are effectively and efficiently contributing to strategic objectives and results are achieved according to expected technical quality standards.
• Ensure that vision and plans for the program are innovative and are in-line with country and agency strategies.
• Coordinate capture planning and proposal development processes in compliance with CRS’s best practices, in collaboration with the BDS.
• In collaboration with the CR, HoP, HoO and BDS, investigate, vet, and develop Cross Sector Engagement (CSE) relationships with business, government, research, and hospitals in-line with country and Agency strategy.
• Oversee a results-oriented internal monitoring and evaluation system to ensure high quality programming, accountability and learning. Ensure that M&E systems align with donor reporting requirements and lessons of sound practice are documented and disseminated. Lead regular evaluation and analysis sessions with PMs and partner staff and make appropriate strategic changes based on the learning process – at least quarterly. Lead in the development, adjustment, and timely submission of the PMP.
• In collaboration with the programming and project-specific teams, ensure delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants.

Management and Administration:
• Promote coordination and cooperation between programming and operations staff including working closely with the HoO and Head of Operations to ensure stewardship of resources and appropriate budget management of projects, collaboration in forecasting and other business processes.
• Ensure accurate, timely project management and reporting including on financial and material resources.
• Ensure project compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.
• Approve Togo project expenditures and prepare budget adjustments and cost modification requests to donors, according to Agency policies and procedures and donor regulations.
• Assist the Country Program (CP) Leadership Team with the Annual Programming Plan

Representation and Partnership:
• In coordination with the HoO, maintain and strengthen partnership, collaboration and communication with Catholic Church entities, especially the OCDI as related to their development activities.
• Provide leadership and guidance for programming staff to ensure strong Church partnership relations and capacity strengthening support, in-line with agency/region.
• In coordination with the HoO, increase CRS/Togo’s visibility through daily relationship management with government, donor and NGO contacts, including regular visits to key ministries and donors.
• In collaboration with HoO and BDS, strengthen linkages with existing and potential partner agencies as well as stakeholder groupings, including technical working groups, development platforms and emergency clusters, including the WASH and NGO groups.
• Organize regular learning events to report and disseminate programmatic lessons learned and best practices.
• Ensure that institutional capacity strengthening and service provision align with CRS partnership principles and Agency priorities.

Supervisory Responsibilities\*Human Resource Management:*• Lead, manage, and supervise consultants and volunteer programming staff.
• Conduct periodic reviews of consultant and volunteer performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.
• Ensure high quality staff members are recruited when needed.**Key Working Relationships***Internal*: Country Representative, Head of Programming, Togo Head of Office, Togo Program Managers, Business Development Specialist, other Program and Operations staff; Regional and Headquarters-based program quality, BD and technical assistance support; regional BD colleagues; HQ-based marketing and communications, overseas finance, and private fundraising staff.*External*: Donor agencies; government ministries; Church partners; UN Agencies; private sector entities; partner representatives and local/international NGO offices; and other stakeholders as appropriate.

Qualifications and Experience• Master’s Degree in International Development or a relevant technical area such as Health, Agriculture, or Emergency response.
• Minimum 5 years of international development experience managing and implementing programs in developing countries.
• Experience leading business development, including proposal development, coordination, and positioning.
• Experience developing successful proposals and strategic alliances
• Proven experience in building and maintaining institutional linkages.
• Demonstrated commitment to improving gender equality and gender responsiveness in programming and operations.
• Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships highly desired.
• Willingness and ability to travel up to 25% to support programming and/or growth efforts both in the field of Togo and to the main CP office in Cotonou, Benin.
• Strong computer skills: Word, Excel, Outlook, PowerPoint; Microsoft Publisher, etc.
• Foreign Language: Fluency in English and French required.

Physical Requirements/Environment: The position is based in CRS Benin-Togo’s sub-office in Lomé, Togo with up to 25% travel to the field and the main office in Cotonou, Benin.
