Kyrgyzstan: Technical ADVISOR on Training and Capacity Building for Boards of Trustees

General Responsibilities:

  • Review the law on BoT and review the existing guidelines on BoT (e.g. developed through support of other donors/projects), to consider how it can be expanded or revised. In addition to desk review, the TA will consult with current/functioning BoT members to seek their inputs on challenges, lessons and recommended practices.

· Based on the above review and consultations, adapt existing operational guidelines, outlining: (i) the composition of BoTs; (ii) purpose and responsibilities; (iii) operating principles and rules (including relationships with other actors); and (iv) detailed guidelines for conducting open budgets and performance hearings. Share the draft guidelines with other stakeholders for review, and refine/revise based on their feedback.

· Submit the draft and final guidelines to AKF and MOES management for review and approval

· In collaboration with MOES, in partnership with projects working in the same field and in consultation with school-level actors, develop a training and mentoring program for BoT members (and school directors, school inspectors and deputy school inspectors). This program should include: (i) the purpose and responsibilities of BoTs; (ii) operating principles and rules; and (iii) guidelines for conducting open budgets and performance hearings

· Submit the draft program to the Kyrgyz Academy of Education and Department of Strategy at the MOES for review, revision and approval.

· Conduct 6-day ToT in Bishkek for 4 Coordinators and 1 Project Manager on i) operational guidelines for BoT and conducting open budget and performance hearings; and, ii) training and mentoring program for BoT members;

· Provide coaching support to Project Coordinators as they transfer knowledge through training for 24 Community Facilitators and BoT members.

Deliverables:

· Operational guidelines for Boards of Trustees are prepared, submitted to the MOES for approval, ratified by a ministerial order, and disseminated in target schools.

· Training and mentoring program developed and submitted to the Kyrgyz Academy of Education and Department of Strategy at the MOES for revision and approval.

· ToTs conducted and coaching support provided to the project team

Required Qualifications:

· Degree in relevant field preferably in law.

· Sound knowledge and experience in developing similar guidelines for thematic groups or CSOs in Kyrgyzstan which were adopted by state institutions.

· Proven expertise in participatory adult learning techniques and methodologies, with a particular focus on gender dynamics in participation.

· At least 5 years previous experience on delivering similar services to projects/programs working in the country.

· Experience on delivering ToTs and providing coaching and mentorship

· Sound knowledge of BoTs law and its structure/operation guidance in schools.

· Sound knowledge of normative legal acts in the field of Education.

· Excellent report writing capacity in Russian and English; Kyrgyz is a advantage.
