Chemonics seeks a chief of party for the USAID Time to Read project in Kyrgyz Republic. The ongoing project, now in Year 2, is a nationwide, three-year initiative (October 2016 – September 2019) committed to improving early grade literacy outcomes for 180,000 students in grades one through four. The project works with 900 schools to improve reading instruction, use of assessment tools to monitor student reading progress, and availability and quality of reading materials. Classroom interventions will also be coupled with parental and community engagement efforts that reinforce the importance of reading and support student learning outside of school. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Provide overall technical leadership and management; oversee and participate in strategic planning; ensure that quality requirements are met or exceeded ·
- Supervise technical and administrative staff, including the deputy chief of party and technical leads, ensuring staff are successfully managing project activities and operations
- Oversee annual project work planning and establish procedures to measure the project’s progress against the work plan
- Serve as the project’s primary liaison with USAID, partners, and host-country government officials
- Engage and collaborate with key members of the Ministry of Education and Science (MOES) and other affiliates involved in improving early grade reading
Qualifications:
- Demonstrated experience in managing international development programs including experience managing education projects with a proven expertise in early grade reading instruction and assessment, as well as reading material creation, design, printing, and publishing
- Experience related to development of in-service teacher training programs, innovative supplementary materials, student assessment, teaching mentoring, and monitoring & evaluation in support of project activities
- Demonstrated knowledge about reading acquisition, instruction, and assessment
- Demonstrated ability in education policy reform
- Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e., students, teachers, educators, school directors, pedagogical instructors, methodologists, education department leaders, MOES and its affiliates, families, community members, business partners, donors) *Demonstrated leadership, versatility, and integrity
- Strong presentation, reporting, and intercultural skills
- Strong management skills and an ability to manage a large field office and remote staff
- Experience working in Central Asia, or other Former Soviet Union countries preferred
- Doctorate in education preferred
- Demonstrated leadership, versatility, and integrity
- Fluency in English required; fluency in Russian or Kyrgyz strongly preferred
