The goal of this anticipated project is to amplify family planning and reproductive health (FP/RH) activities and emphasize key high impact practices (HIPs) to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Building on the successes and lessons learned to strategically and deliberately support replication and scale up of key FP HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target countries and model this for the region.
The Senior Technical Advisor for Family Planning will be responsible for the successful implementation of FP HIPs at integrated learning centers and ensuring replication and scale up by other partners. S/he should be a recognized leader in family planning. The position will be based in Lomé, Togo, and will report to the Deputy Chief of Party. This position is contingent upon approval of key personnel and availability of funds.
Job Responsibilities:**
- Provide technical leadership for project activities, ensuring that the project is technically sound, evidence-based and responsive to the needs of the target countries.
- Responsible with the Technical Director for the replication of Amplify-FP’s HIPs.
- Collaborates closely with key government officials in the Ministries of Health, NGOs and with partners, to develop mechanisms that assure sustainability in delivery of quality service delivery.
- Develop evidence-based training materials.
- Develop and maintain strong working relationships with project partners, host country governments, regional institutions (e.g., Ouagadougou Partnership Secretariat, WAHO), donors (including USAID), UN agencies, other donor-funded projects, local organizations/ institutions, professional associations, as well as other implementing partners, private sector partners and other key stakeholders in West Africa to maximize resources and leverage and complement other efforts to increase FP uptake in the region
- Provide mentoring and capacity building at the individual, organizational and institutional level in specific areas of expertise in FP/RH
- Provide technical and, as relevant, managerial direction and support to the project team to ensure high quality implementation of services, adherence to and fulfillment of programmatic activities within budgetary guidelines and compliance with project award requirements.
- Work with program staff in the countries to ensure that adequate systems exist to gather data, and local capacity is developed to prepare and regularly review programs and logistical systems. Also ensures that technical assistance to the districts is timely, targeted, effective, and efficient
- Coordinates the activities of all subcontractors and sub grantees in regard of their technical contributions to the project.
Minimum Qualifications:**
- A Master’s degree or higher in public health, nursing, midwifery, or similar relevant field is required. Academic specialization in FP/RH is preferred.
- At least 12 years of progressively responsible work experience required, including at least seven years in senior project management role(s) of FP/RH projects with similar scope, size, and complexity.
- Experience with developing and implementing FP/RH quality assurance standards highly preferred.
- Direct experience with youth and adolescent FP/RH programs is strongly preferred.
- Experience preferred with testing and adapting service delivery models and approaches in a variety of African contexts
- Fluency in French (3S/3R minimum) and English (4S/4R) are required.
- Excellent writing and oral communication skills are required.
- S/he must include a personal (1 page or less) statement about his/her innovative vision to teach/train others to understand and better implement the key HIPs proposed in this application, and how s/he will use his/her background to implement it.
