The goal of this anticipated project is to amplify family planning and reproductive health (FP/RH) activities and emphasize key high impact practices (HIPs) to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. Building on the successes and lessons learned to strategically and deliberately support replication and scale up of key FP HIPs in large urban and peri-urban centers, in order to sustainably build and scale these approaches within four target countries and model this for the region.
The Monitoring, Evaluation and Learning Advisor is expected to have dedicated, high quality monitoring, evaluation. Under the supervision of the Deputy Chief of Party, the Monitoring and Evaluation Officer will provide support to the project team in the development of the performance monitoring and evaluation plan (PMEP), the environmental mitigation and monitoring plan, reporting requirements and quarterly and annual report development. The specialist will be responsible for reporting achievements against the PMEP, designing and developing monitoring and evaluation systems and procedures for the project, and providing M&E technical assistance to the local partners delivering services. The position will be based in Lomé, Togo, and will report to the Deputy Chief of Party. This position is contingent upon approval of key personnel and availability of funds.
Job Responsibilities:**
- Provide technical assistance, implements, and monitors M&E systems, to achieve programmatic goals.
- Ensure that appropriate M&E mechanisms are built into work plans and reporting structures, and oversee data quality and reporting.
- Lead structured capacity building on data utilization to improve programming.
- Lead the performance monitoring of the program based on the performance monitoring and evaluation, work, and environmental and mitigation plans.
- Assume responsibility as other monitoring, evaluation and reporting duties are identified over the life of the project this position.
- Contribute to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
- Contribute to the production of timely and accurate technical and monitoring and evaluation reports to FHI 360 and USAID as required.
- Participate in relevant meetings with USAID, the Ministry of Health, and local and international partners and other stakeholders in the region.
- Participate in relevant meetings to disseminate program results to a wide audience.
- Contribute to work plan activities; ensures appropriate levels of technical assistance in monitoring and evaluation; coordinates partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high quality services; ensure appropriate program monitoring and reporting.
- Contribute to the development of Scopes of Work (SOW), memoranda of understanding (MOUs).
- Participate in the technical management of activities for consultants and local institutions partnering with project team to ensure that M&E activity timeframes are met and products are reviewed and finalized.
Minimum Qualifications:
- Masters Degree or higher in public health required. PhD preferred.
- At least 10 years’ experience in successfully developing and implementing effective M&E systems required.
- Experience developing learning portfolios for complex projects across various countries preferred
- Significant experience preferred in providing field-based technical assistance about M&E and learning in low resource countries, preferably in West Africa.
- Expertise in performance and impact measurement related to FP service delivery, contraceptive security preferred.
- Strong analytical skills and attention to detail are required.
- A strong background in field research in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred
- Fluency in French (3S/3R minimum) and English (at 4S/4R) are required.
