TITLE: Technical Director / Deputy Chief of Party

PROJECT: USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP)

REPORTS TO: Chief of Party

Job summary:

The Technical Director / Deputy Chief of Party (TD/DCOP) serves as key personnel on the USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP) that aims to increase the national percentage of public and private facilities implementing high impact practices (HIPs) in four selected West African countries. Amplify-FP is the flagship family planning and reproductive health project of the USAID/West Africa RHO. Amplify-FP will emphasize key HIPs to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. The project will operate over a five-year period, and the TD/DCOP will be based in Togo.

The TD/DCOP will be responsible for the replication of Amplify-FP’s HIPs, including development of a sustainable certification system for quality assurance of Amplify-FP’s HIPs. S/he should have extensive experience with a wide range of pedagogic methods. S/he will serve as acting Chief of Party when necessary. S/he should have strong project management skills, staff supervision skills, and prior experience working with staff and stakeholders across multiple countries.

Qualifications:

· Master’s degree required in public health, public administration, sociology, education or other relevant development field

· At least 10 years of experience in a teaching/training organizational development role, with significant expertise in developing and implementing a wide range of training/learning methods required.

· Experience with developing certification systems for sustainable quality assurance highly preferred.

· Strong experience required with direct supervision, and working with teams and staff from multicultural backgrounds.

· Prior experience in public health and family planning (FP) programming is strongly preferred.

· Prior experience in West Africa is strongly preferred.

· Fluency in French (3S/3R minimum) and English (at 4S/4R) are required.

  • Demonstrated ability to develop and apply concepts, strategies, and interventions to strengthen health systems, with strong background in project design, implementation, and M&E.
  • Demonstrated technical expertise in several of the following areas: task shifting, integration of FP & MNCH & adolescents SRHR.
  • Demonstrated leadership working with from the public, private, and NGO sectors.
  • Proven capacity to oversee development and implementation of work plans, monitoring and evaluation and reporting.
  • Exceptional skills in interpersonal communication, team building, networking, supervision, mentoring, and partnering.
  • Experience working with USAID on large-scale projects, including knowledge of USAID regulations and procedures.
  • Proven ability to multitask, work under pressure, and with flexibility.

· Record of team building through mentorship, providing opportunities for growth and development.

· Excellent interpersonal skills (e.g., active listening, cultural competence, responsiveness).

· Demonstrated computer competence including Microsoft Word, PowerPoint, and Excel.

· Experience preparing and making presentations for national and international audiences.

· Willingness and ability to travel (40 %) within West Africa and internationally for field-based technical and managerial assistance
