TITLE: Senior Technical Advisor for Family Planning
PROJECT: USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP)

Job summary:
The Senior Technical Advisor for Family Planning (STA-FP) serves as key personnel on the USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP) that aims to increase the national percentage of public and private facilities implementing high impact practices (HIPs) in four selected West African countries. Amplify-FP is the flagship family planning and reproductive health project of the USAID/West Africa RHO. Amplify-FP will emphasize key HIPs to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. The project will operate over a five-year period, and the STA-FP will be based in Togo.
The STA-FP will be responsible for the successful implementation of FP HIPs at integrated learning centers and ensuring replication and scale up by other partners. S/he should be a recognized leader in family planning. S/he should have strong technical skills in FP/RH, strong project management skills, and prior experience working with staff and stakeholders across multiple countries.
Qualifications:
· A Master’s degree or higher in public health, nursing, midwifery, or similar relevant field is required. Academic specialization in FP/RH is preferred.
· At least 12 years of progressively responsible work experience required, including at least seven years in senior project management role(s) of FP/RH projects with similar scope, size, and complexity.
· Experience with developing and implementing FP/RH quality assurance standards highly preferred.
· Maintain clinical currency through recent literature, national and international conferences, working group memberships, and participation in online collaborative groups.
· Oversee, administer, supervise, and manage the performance of sub-awardees as it relates to clinical quality and practices.
· Communicate with partners on clinical quality-improvement approaches and work plans, to ensure clear performance expectations and technical consistency.
· Coordinate closely with the EngenderHealth global technical teams to ensure that adequate technical assistance is provided to the project.
· Direct experience with youth and adolescent FP/RH programs is strongly preferred.
· Experience preferred with testing and adapting service delivery models and approaches in a variety of African contexts.
· Co-lead, with the Technical Director and Deputy Chief of Party , the design, development, successful implementation, and monitoring and evaluation of the project’s multi-year strategy and annual work plans, coordinating closely with the USAID/West Africa, EngenderHealth Headquarters, and other key local government, NGO and Private stakeholders.
· Fluency in French (3S/3R minimum) and English (4S/4R) are required.
· Excellent writing and oral communication skills are required.
