TITLE: Monitoring, Evaluation and Learning Advisor

PROJECT: USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP)

REPORTS TO: Technical Director / Deputy Chief of Party

Job summary:

The Monitoring, Evaluation and Learning Advisor (ME&L Advisor)/ serves as key personnel on the USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP) that aims to increase the national percentage of public and private facilities implementing high impact practices (HIPs) in four selected West African countries. Amplify-FP is the flagship family planning and reproductive health project of the USAID/West Africa RHO. Amplify-FP will emphasize key HIPs to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. The project will operate over a five-year period, and the ME&L Advisor/Manager/Director?? will be based in Togo.

The ME&L Advisor will provide overall strategic leadership for the performance monitoring and evaluation, management information system (MIS), implementation research, knowledge management and information dissemination functions of the project.She/he works under the supervision of the Chief of Party (COP) and in close collaboration with EngenderHealth Headquarters.

Qualifications:

· Masters Degree or higher in public health required. PhD preferred.

· At least 10 years’ experience in successfully developing and implementing effective M&E systems required.

· Experience developing learning portfolios for complex projects across various countries preferred.

· Significant experience preferred in providing field-based technical assistance about M&E and learning in low resource countries, preferably in West Africa.

· Expertise in performance and impact measurement related to FP service delivery, contraceptive security preferred.

· Strong analytical skills and attention to detail are required.

· A strong background in field research in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred.

· Fluency in French (3S/3R minimum) and English (at 4S/4R) are required.

· Experience in evaluating and reporting on project results, preferably within a USAID framework and including community-level activities.

· Demonstrated technical expertise in monitoring, evaluation, and implementation research related to FP/RH service delivery projects, including study design and statistical analysis.

· Ability to convey results to non-technical stakeholders, generate interest in the use of ME&L results, and help staff apply them to make programmatic improvements.

· Solid analytical skills and ability to use MS Office, SPSS/SAS, qualitative analysis packages, and MS Excel.

· Demonstrated experience with electronic data collection and transmission, and use of mobile technology as a tool to work with health-service providers, clients, and others a plus.

· Excellent interpersonal, teamwork, partnering, and supervisory skills.
