TITLE: Finance Manager

PROJECT: USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP)

REPORTS TO: Chief of Party

Job summary:

The Finance Manager serves as key personnel on the USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP) that aims to increase the national percentage of public and private facilities implementing high impact practices (HIPs) in four selected West African countries. Amplify-FP is the flagship family planning and reproductive health project of the USAID/West Africa RHO. Amplify-FP will emphasize key HIPs to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. The project will operate over a five-year period, and the Finance Manager will be based in Togo.

The Finance Manager will have overall responsibility for the financial management of the project and will

· Lead and manage the project’s finance and administrative systems for budgeting, financial monitoring and reporting, procurement, and inventory management, as well as sub-awards.

· Provide regular technical support and training to project team members as well as to other partner organizations to help them establish sound, reliable, effective, and efficient administrative and financial management systems.

· Working in close collaboration with the Contracts and Procurement staff, to develop procedures for the administration and monitoring of contracts and procurement.

· Develop the project’s financial reports for donors, including USAID, and for EngenderHealth’s headquarters.

· Work in close collaboration with EngenderHealth corporate and headquarters finance and administration staff to ensure compliance with procedures and timely, quality reporting.

· Oversee sub-contracting and local procurement of equipment and supplies and coordinate with HQ on international procurements .

Qualifications:

· A Master’s degree in Accounting, Business Administration, or related field from an accredited university/college is required.

· Certified Public Accountant (CPA) or equivalent current certification required.

· At least 12 years of progressively responsible experience in the accounting and financial field, with prior experience with USAID funded projects required.

· At least five years of supervisory experience required.

· At least 10 years experience in successful financial and administrative management of international projects of similar scope and size.

· Knowledge of US government-funding rules and regulations, financial reporting, and disclosure requirements.

· Experience in project administration with multiple partners is preferred.

· Demonstrated skills in negotiations and effective communications with partner organizations and sub-grantees.

· Ability to provide technical support and training in finance and administration to team members, partners, and sub-grantees.

· Knowledge of logistics and procurements systems for supplies and equipment, including USAID requirements.

· Proficiency in relevant computer applications and databases.

· Strong interpersonal, analytical, written and oral communication skills.

· Ability to be flexible and manage and accomplish multiple priorities.

· Exceptional interpersonal, teamwork, communication, partnering and supervisory skills.

· Travel at least 35% of the time to oversee and provide support to project activities.
