TITLE: Chief of Party
PROJECT: USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP)
REPORTS TO: West Africa Regional Representative, EngenderHealth

Job summary:
The Chief of Party (COP) serves as key personnel on the USAID/West Africa Amplify Family Planning and Sexual and Reproductive Health Activity (AMPLIFY-FP) that aims to increase the national percentage of public and private facilities implementing high impact practices (HIPs) in four selected West African countries. Amplify-FP is the flagship family planning and reproductive health project of the USAID/West Africa RHO. Amplify-FP will emphasize key HIPs to help achieve the goals of the Ouagadougou Partnership of achieving 2.2 million additional FP users by 2020. The project will operate over a five-year period, and the COP will be based in Togo.
The COP will have overall responsibility for management and coordination of all Amplify-FP activities, staff, and leadership of the project to achieve sustainable results. S/he should have effective leadership and strategic planning skills, excellent management experience, outstanding interpersonal skills, technical expertise in public health in Africa, and strong written and oral communication skills to fulfill the diverse technical and managerial requirements of Amplify-FP’s strategic objectives. S/he will have principal responsibility for representation to USAID. S/he will also have experience interacting with ministries of health and other government authorities and agencies, international organizations, other projects and key stakeholders.
Qualifications:
· A Master’s degree or higher in Public Health, Business Administration, International development, or similar field is required.
· 15 years of demonstrated experience in implementing, leading, and managing development programs is required. Substantial experience in Francophone West or Central Africa is strongly preferred.
· Prior experience as a COP, Deputy COP or equivalent is required.
· Supervisory experience over multicultural teams of similar scope and size is required.
· Extensive experience preferred with building and maintaining effective partnerships and leveraging resources with development stakeholders.
· Strong organizational skills is required.
· Strong communication and representation skills is required.
· Experience representing government officials, USAID, and other key stakeholders is required.
· Fluency in French (3S/3R minimum) and English (4S/4R) are required.
· Additional training in management, leadership, and strategic planning is strongly preferred.
· Strategic vision and ability to provide clear strategic and operational guidance to the team to effectively develop, plan, implement, and monitor the project.
· Proven ability to identify issues and ensure that they are resolved collaboratively.
· Proven professional and ethical behavior in all interactions with all stakeholders.
· Ability to inspire and empower team members to adopt project goals and achieve objectives.
· Record of team building through mentorship, providing opportunities for growth and development.
· Excellent interpersonal skills (e.g., active listening, cultural competence, responsiveness).
· Demonstrated computer competence including Microsoft Word, PowerPoint, and Excel.
· Experience preparing and making presentations for national and international audiences.
· Willingness and ability to travel (40 %) within West Africa and internationally for field-based technical and managerial assistance.
