Togo: Program Manager

Background:

CRS began work in Togo in 1958 and left in 1992 due to the political crisis. CRS returned in 1998 at the request of the Conference of Bishops of Togo. The Togo program, based in Lomé, is part of a single Benin-Togo country program. Program areas in Togo currently include agricultural livelihoods, savings-led microfinance, Health/Nutrition, WASH and social cohesion. The Togo office has a dozen staff, including two expatriates, and implements its projects through local Church partners with close coordination/collaboration with Government of Togo structures. The FY18 program value is approximately $1.2 million USD. The government's development efforts are supported largely by European governments, bilateral organizations and UN structures and funding is often channeled through the government. The incumbent will be innovatively focused on finding non-CRS traditional funders and working with a diverse and young staff committed to the people we serve.

Job Summary:

As a member of the Togo Senior Management Team you will participate in strategic decisions, lead business development, manage and provide technical oversight of the development and implementation of the program office's Agricultural Livelihoods, health and nutrition, micro-finance and social cohesion programming, ensuring effective systems and processes are in place that support high-quality programming advancing Catholic Relief Services' (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that the CP obtains additional funding and delivers high-quality programming and continuously works towards improving the impact of its programming.

Job Responsibilities:

  • In collaboration with the Country Manager (CM) you will support strategic decisions in the development and execution of resource mobilization strategies and actively pursue opportunities for new funding to ensure growth of the program office's portfolio in line with agency, regional, and CP strategic priorities.
  • Serve as the technical lead and technical writer to ensure quality proposals in agricultural livelihoods, savings-led microfinance, Health/Nutrition, WASH and social cohesion (Program Areas) per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Provide management, guidance, and technical oversight of all new and existing projects within the program offices' Program Areas throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
  • Effectively manage talent for Program Areas and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
  • Lead the development of program learning - identify opportunities for learning, research and publications in the Program Areas and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Oversee technical assistance and capacity strengthening activities in the Program Areas for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships relevant to the Program Areas and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.

Typical Background, Experience & Requirements:

Education and Experience

  • Master's Degree in International Development, International Relations or in the field(s) of Agricultural value-chains, Health/Nutrition, Social Cohesion and/or Social Cohesion required. Additional experience may substitute for some education.
  • Minimum of 5 years experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the areas of Agricultural value-chains, Health/Nutrition, and/or Social Cohesion.
  • Experience in managing moderately complex projects preferably with an international NGO.
  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
  • Demonstrated ability to write high quality technical proposals.
  • Experience in partner capacity strengthening, gender integration, staff development, training, and mentoring, as well as in team building and strategic planning initiatives. Experience working with Church partners a plus.
  • Prior experience in community development, community mobilization, or similar grassroots, self-help initiatives, desired.
  • MEAL skills and experience required.
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
  • Strong relations management abilities, especially in leading teams Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Good presentation and facilitation skills.
  • Proactive, resourceful, solutions-oriented and results-oriented.

Required/Desired Foreign Language: Excellent written and oral English and French.

Travel Required: Willing to travel 35% of her/his time on assignment.

External: Partner organization technical & management staff, universities and research institutions, Catholic Church officials and OCDI Caritas staff, US Embassy, Peace Corps, Line- Government ministries, UN Agencies and all relevant local and international technical institutions.
