1.Context
Caritas Africa is one of seven Regions of the Caritas Internationalis Confederation, comprising 46 national Caritas from countries in Africa south of the Sahara and in the adjacent islands of the Atlantic Ocean and the Indian Ocean. Its mission is to work for the integral development of human beings by giving priority attention to the poor and the needy.
As part of the ramp-up of the Caritas network, the APPROCHE program supports them in a comprehensive approach to institutional development and organizational reinforcement (or 'DIRO') based on their accountability and their autonomy. The portage of this program is being transferred to the Regional Executive Secretariat of Caritas Africa, head of the network.
In particular, the APPROCHE program will contribute to building the capacity of Caritas Africa members and the Regional Executive Secretariat to strengthen the mobilization of both partners and sufficient resources to carry out the mission that has entrusted by the Church in Africa.
2.The function
Under the authority of Caritas Africa’s Regional Executive Secretary, his/her tasks will be:
Develop and optimize resource mobilization in the Region by establishing and maintaining relationships with donors for the implementation and development of activities,
train and support resource mobilization teams at the member organization level,
support communication activities focused on mobilizing resources in organizations,
encourage the sharing of best practices on resource mobilization approaches with Caritas Africa and member organisations.
3.Main Activities
Implementation of Caritas Africa's Strategic Framework
Contribute to the development of a partnership strategy to support the orientations of the strategic plan
Participate in the update and ensure the implementation of the regional resource mobilization strategy
Identify alternative and innovative financing opportunities in the region (companies, foundations, private donors and other possible donors).
Prospecting, identifying, and proposing new partners to help achieve Caritas Africa's goals
Relationships with financial partners
Develop a partnership agreement for each new partner and keep any documentation of agreements with each donor.
Follow and facilitate the relationship with partners or donors (reports, regular meetings, follow-up of actions, regular communications, etc.), and contribute to the updating of communication tools/channels and media.
Keep a close eye on donor news and financing opportunities in the Africa Region.
Ensure the satisfaction of partners and offer new products for existing partnerships.
Perform a survey work related to:
ü Donor calls for projects
ü Changes/mutations of public donors and foreign foundations
ü To donor procedural reforms
Ensure the quality of the proposals and their consistency with the requirements of the donors as well as the respect of the deadlines.
Contribute and participate in the preparation and implementation of donor audits, in collaboration with Program Development and the Chief Financial Officer.
Technical support to Caritas Africa and Caritas National
Support Program Managers in the development of proposals by providing technical and tactical advice, particularly for the APPROCHE program
Strengthen the capacity of Caritas National teams to raise funds and develop their business models as needed.
Train and update Caritas Africa and National Caritas staff on relevant donor requirements
Communication and knowledge sharing on resource mobilization
Develop and implement a communication strategy
Supporting the communication activities of member organizations
Share the work of Caritas Africa and member organizations with potential and existing partners
Participate in relevant communities of practices and contribute to their animation through the sharing of good practices and lessons learned
4.Candidate profile
Training/Experiences
ü University education at Master 2 level, preferably in the following fields: Economics, Social Sciences, Development or other similar fields
ü Fluency in French and English both written and spoken
ü Minimum 5 years of experience in the design and follow-up of cooperation and /or humanitarian action projects
ü Knowledge of donor mechanisms, including AFD, ECHO, EU, UN agencies, regional donors
Qualities
ü Sense of priorities and high organizational capacity
ü Analytical and writing skills
ü Synthetic mind both oral and written
ü Ability to work under stress and in a multicultural context
ü Relational qualities
ü Ability to identify innovations
ü Pedagogical skills

5.Specific conditions:
ü Post based in Lomé - Togo
ü Togolese fixed-term employee contract: 24 months. With possible extension
ü France Travel to Africa, Indian Ocean Islands and France
ü Start in August 2019
