1.Context
Caritas Africa is one of seven Regions of the Caritas Internationalis Confederation, comprising 46 national Caritas from countries in Africa south of the Sahara and in the adjacent islands of the Atlantic Ocean and the Indian Ocean. Its mission is to work for the integral development of human beings by giving priority attention to the poor and the needy.
It is planned that the personalized support program of Proximity, Institutional Development and Organizational Reinforcement(A2P-DIRO), implemented by the Catholic Relief Caritas France ( SCCF) for the past ten years, to be transferred to Caritas Africa for its phase 3 (2019-2021), which will provide strategic and operational portage, in close collaboration with The SCCF. It becomes the APPROCHE program and will be Caritas Africa's main capacity-building program for member organizations.
2.Function
Under the authority of Caritas Africa’s Regional Executive Secretary, he/she will have the following main tasks:
Related to the APPROCHE program(60% of the time):
Knowledge sharing:**
Develop methods and tools to identify, capitalize, organize and disseminate tangible and unspoken knowledge within and between Caritas.
Communication:
Develop and monitor the implementation of the Communication strategy of the APPROCHE program and support Caritas communication to enhance their results
Related to other projects/programs of Caritas Africa (40% of time):
Promote the image, mission, audience and attractiveness of Caritas Africa and its programs
Define a global communications strategy and monitor its implementation
3.Main Activities
Related to the APPROCHE program
Monitoring of Knowledge Management
From the knowledge management system existing in the previous phase, revises and then conducts the Knowledge Management Action Plan
Ensure the active participation of team members in the implementation of the action plan
Identifies and lists knowledge and activity processes that could be useful to other Caritas members
Identifies and lists available expertise and competencies within the Caritas network in the African Region
Initiates and monitors intern or extern capitalization missions on specific knowledge with huge added value for Caritas: evaluates needs et advise on tool choices and parameters
Contributes to knowledge dissemination:
Nurtures and facilitates the Knowledge Management Platform (Caritas Africa websites)
Spreads publications
Help supported Caritas to get in touch one another according to their demands
Develops processes, guidelines, patterns, benchmarks to capitalize expertise
Contributes to launching and managing new Communities of Practice and Self Aid Community
Supports the facilitation of the Community of Practice (CoP), forums or Self Aid Community (CoE)
Empowers Caritas Knowledge Management
Furthermore, she/he actively contributes to multi stakeholders’ meetings within the Program
Contributes to elaborating the contents of the multi stakeholders’ meetings
Participates to the facilitation of meetings and the elaboration of the reports
Coordinates tools and content production and ensures their dissemination, in particular through the Knowledge Sharing Platform
Ensure that de Knowledge Sharing Platform is functioning well, while being aware of its own technical specificities.
Put in an educational form documents produced par Caritas, diversifies the formats of knowledge sharing (patterns, leaflets, methodological guides…) and elaborates innovative communication tools.
Spreads the capitalized documents produced par Caritas and their consultant(s).
Designs and implements the strategic orientations of the communication within the APPROCHE program
Identifies, with the APPROCHE team, the target audiences of the program’s communication (churches, general public, technical and financial partners, other stakeholders…) taking into account Caritas’ requests, Caritas Africa’s strategic framework and Caritas Internationalis’.
Proposes a communication strategy aimed at disseminating the knowledge capitalized by the Caritas of the program, to value the results of the program, to inform the stakeholders of the program regularly.
Coordinates the variations of the communication plan arising from the strategy adopted, in its various aspects, and the definition of the most relevant audience (media, social networks, Caritas north, AFD, government authorities, local authorities...)
Ensure the coherence of the program's image on all variations of communication and promote exchanges between the communicators of the various Caritas as well as with Caritas Internationalis.
Facilitates the self-help community of the communication officers within the Caritas included in the program.
Develops a communication plan for the APPROCHE program and establishes the budget for it
Contributes to the organization of events, ot the animation of the website/knowledge management platform
Participates to various meetings of the stakeholders, organizes and provides media coverage;
Communicates regularly to all stakeholders about the latest significant news online;
Maintains Caritas Africa’s website;
Plans the evolution of the A2P-DIRO platform taking into account the content and specificities of CAKES (Caritas Africa platform) and/or BAOBAB (CI platform).
Caritas Africa communications officer
Implements Caritas Africa’s communications strategy;
Develops a communication plan for all important events in the organization;
Ensures that organizational initiatives and projects are well communicated to employees and stakeholders;
Plans, edits and writes content for various internal communication sets, such as a staff intranet, a quarterly magazine or a regular e-newsletter;
Regularly animates the organization's website;
Relays on Caritas Africa's media and visibility channels the key events broadcast by Caritas National;
Uses social media to communicate internally with staff and externally with National Caritas and partners/stakeholders;
Makes presentations at Caritas Africa events;
Ensures that internal and external communication messages are consistent in all media;
Assists Caritas Africa's Regional Executive Secretariat (SERCAF) in managing crisis situations that affect organizational perception and reputation and sets up the relevant communication.
4.Candidate profile:
Education/Experiences
Master or equivalent High School degree in communications and/or Knowledge Management (KM)… ; specialization in knowledge management is an asset.
Minimum 5 years of relevant professional experience in network communication and animation, capitalization, production and knowledge sharing;
Mastery of tools for developing digital media and content, modeling, managing and sharing information (collaborative platforms, social networks, wikis, blogs...)
Experience in new information management and sharing technologies (collaborative platforms, social networks, wikis, blogs...)
Good command of French and English in both written and oral (the mastery of Portuguese would be a bonus);
Knowledge and interest in sub-Saharan Africa;
Knowledge of humanitarian or international cooperation is an asset;
Knowledge of Caritas’ network is also an asset.

5.Specific conditions:
Post based in Lomé - Togo
Togolese fixed-term employee contract: 24 months. With possible extension
Frequent Travel to Africa, Indian Ocean Islands and France
Start in August 2019
